Limiting simultaneous logins to Active Directory

For a number of years, Microsoft engineers have told me that "there is too much overhead" tracking simultaenous logons. However, Microsoft has just released to the web an unsupported tool called http://download.microsoft.com/download/f/d/0/fd05def7-68a1-4f71-8546-25c359cc0842/limitlogin.exe
